[dev] hordeweb/source/modules.php update

It looks like hordeweb/source/modules.php hasn't been updated to reflect the
new tagging scheme (no mention of FRAMEWORK_3). I'm happy to update it with
FRAMEWORK_3 for any apps that have that branch, and modify the RELENG_* tags
to historical status.

I'm not that familiar with the status of some of the smaller apps; does the
'Stability' need to be updated for any of them?
