[dev] Duplicate bug ticket and patch

This is a duplicate for the bug and fix I submitted a while ago (bug 1333) 
so you can 'resolve' that one as well...

There is also a patch on bugs.horde.org for bug 1334 (for a problem 
changing passwords using the user administration page).
