I don't see the reason for getCSSApps to go into Template.php - it has 
nothing to do with the rest of the Template class, and doesn't get us 
towards a general concept of blocks in Templates. I'd like to see it 
moved into Giapeto - although giapeto doesn't process <block: tags 
either right now, so I guess I need to know where this is going.
