Patch from Agora bug ID 1491 with some changes:

- in difference from bug 1491 the notification remains in the comments part
- comments header uses 'div' instead of table
- Agora_Messages::getThreadsUI() now uses '<strong>' instead of '<b>'
- _agora_getThreads extended with form/count attributes
- _agora_numMessages uses normal count call instend of retrive and count
- _agora_getMessages combined into _agora_getThreads since the difference was 
only in the order parameter

view.diff changes Ansel image comments to use this changes
