[dev] Web-based administration of prefs.php values

One of the nice features of Horde 3 was the usage of a conf.xml to generate a
conf.php file, for Horde and each of the modules, and the fact that a browser
could be used to setup Horde and the modules.  Has any thought been given to
doing something similar to each of the prefs.php?  Point and click preference
configuration, with a checkbox for locking/unlocking a value, and a list of
available hooks for that module, to generate the value, if so desired?
