[dev] mail encode base64

Hallo,

Horde: 3.0.2
Imp: H3 (4.0.2-RC1)
PHP 4.3.8

I will see the mail with base64 encode. I see the mail, a the german
strings(Üü,Ää ...) are not correct.

I found not a error in my config.
