[dev] A question about internationalization patches

Hi,

1) A have translation patches for ru_RU (Russian) locale.
Which list should I submit those patches to? (dev@ or i18n@ or else?)
Or is there a person who maintains translation patches for Russian locale?

2) What files do I have to sumbit diffs for?
     - .pot ?
     - .po ?
     - something else?
