[dev] Gollem help.xml patch

When you click on help, you get three links, Looking at the File Manager 
Actions link it seems a bit cluttered.  I am looking to clean this up a 
bit.  Now that I think about it, links may not work, but how about 
adding a separate section for each action or group of actions.

i.e.

Delete
<description>

Cut
<description>

Create Folder
<description>

Basically, I'm just looking to make the help easier to read.

What do you think?
