Dependencies on soon-to-be-released point releases are better than 
dependencies
on non-existent (3.1) releases..

Its not unreasonble to expect that for a certain driver to work under Windows,
for example, you must have such and such hotfix installed... and its 
reasonable
to believe that you'd have the latest version of Horde installed, which
represents the latest released version of bug fixes and minor new features.

But I'm biased - thats only because I want to use the SMB interface :)
