[dev] Where to fit hylax?

I've been tracking the commits to hylax that Joel has been adding and have a few
questions.

1)  Where should it fit in the registry?  New menu - Telephony?  Somewhere
existing?

2)  The current SQL schema uses fax_faxes.  In keeping with what I've observed
elsewhere, should that be converted to something like hylax_faxes and
hylax_fax_attributes?
