[dev] conditional_enable in Horde_Form_Action

Hi Jan,

Version 3.0.4 is the horde version I am using.  

Even the 'disabled' action as mentioned by chuck doesnt seem to work.
Since I am rendering the form by instantiating it from a class that
extends Horde_Form, is there additional code that I need to write
inside of a class to get the conditional_enable working?
