Isn't this a bc break, though?

My only thought so far was to either have Horde::addScriptFile() ignore 
tooltip.js, or to make tooltip.js blank, in horde HEAD. That way the 
changes would be where the new tooltip functionality was added, and 
leave existing apps unchanged for working with Horde 3.0.x.
