[dev] [patch] New blocktype for Jonah

This patch adds a block for the latest (released) story from any 
internal channel. Also patched view.php to display the latest channel 
when the story_id is not given and the channel_id is.

(This will work e.g. great for website front pages)

latest.php goes in horde/jonah/lib/Block
