[dev] IMP block not updating

I noticed some commits to allow some blocks to update without  
refreshing the whole portal page (I don't remember them all, but the  
"time" block was one of them). While some of the blocks are  
refreshing, there are some that aren't that (I think) should, the IMP  
block being the most obvious.

Is the IMP block supposed to be refreshing, and a bug or problem with  
my system is preventing it? Is it a work-in-progress that hasn't been  
completed yet? Is the sidebar (which is still refreshing) expected to  
be a replacement for the IMP block, which is deprecated? Or is there  
another reason that I couldn't figure out?
