[dev] Horde - Rich Text Editor Options

Now that xinha is our preferred html composer, what should we do about  
the Horde Rich Text Editor preferences.  AFAIK those preferences all  
relate to htmlarea, not xinha, so changing those preferences won't do  
anything to the HTML composition mode (and will confuse users).
