[dev] Idea for new Horde_Block?

Cool. Thanks, Jan.  I like the idea about the new "blocks" module.   
I'll wait until that is set up so I can put it in there...  Just one  
question though, should the framework package go in there as well as  
the block code? In that case,  I guess we should also put a small  
INSTALL text file in there as well.
