Can you help me??

I have a problem whit charset in horde, i'am trying to implement a new
aplication in horde but i'am using a different database (not horde),
when i do a insert or an update it changes de chars exmaple:

Update assistencia set marcaId='172', localidadeId='2',
nomeEmpresa='Tipo é', morada='porto', telefone='sdfsdf',
telemovel='45345343453453', fax='53453453345345',
email='tmerjt at oewkrle.pt', obs='3453453453', tipoEquipamentoId='7' where
assistenciaId=7397

the field nomeEmpresa='Tipo é'

when i print in horde i looks like
Tipo é

the charset in mysql of the field is utf8_general_ci
  in mysql is saves as Tipo é (with phpmyadmin)
