I uploaded it on

For now it only handles basic data update using Horde_Form.

Taxes have only name and value attribute. Other programs like OsCommerce have 
even countries and states linked to them. But for now I won't complicate.

Currencies have all the attributes like localeconv php function.

Of course its name is completely a subject to discuss. 
But Horde_Finances is  maybe too general.
But it will be ok if this become the home of all general financial data.
