[dev] mail_hdr pref

I always wondered why the mail_hdr preference in IMP is part of the  
identities. It doesn't make any sense to me and doesn't even work as  
expected, i.e. the message view will always use the default identity'  
mail_hdr value.
It's even converted incorrectly in validate() which breaks if locking  
this pref, see http://bugs.horde.org/ticket/?id=4164
Are there any objections against making this a regular preference?
