[dev] WebDNS DNS management software

A colleague was recently allowed to publicly release our DNS management
software, WebDNS, which uses Horde.

I haven't had a chance to check out beatnik yet. WebDNS is probably more
standalone (as opposed to integrated with Horde - it has its own theming
and uses some non-Horde widgets in some places), so we decided to release
it separately.
