I might have the same problem.

My connection to http://bugs.horde.org, http://cvs.horde.org, 
http://lists.horde.org all result in timeouts.  Strangely, www.horde.org has 
no problems.

Additional symptoms: 

% telnet lists.horde.org 80
Trying 199.175.137.231...
Connected to lists.horde.org (199.175.137.231).
Escape character is '^]'.
GET /

...silence.
