[dev] Agora flat forums patch

Per-forum permissions is something I would really like to see.  I've had
several requests for only allowing certain people to post to certain forums,
etc.  Which of course we cannot do at the moment.

I used scope. Attached is a the second step. Consist of a script  that moves

messages from DT to a agora_messages table and patches that shows messages 
from the flat table. I will go on later this evening.

I was thinking even about implementing per forum permissions.
