[dev] Agora template tag leakage

Is anyone else seeing template tag leakage in Agora?  When viewing the  
Forums, New Forum, and New Thread pages I get various <tag:*> leakages  
leading to some strage results, such as always having "No forums have  
been created" message at bottom of the Forums page etc...

Did any of the recent template changes break this or did I screw  
something up here locally?  This is a freshly updated HEAD checkout.   
FWIW, accessing the Agora api seems to work (although my Figlets  
stopped working for some reason).
