[dev] CVS server is moving

We are going to move the CVS server to a different machine in the next  
half-hour. This means the following things:

- the web interface for cvs.horde.org will be down for a while
- DNS will take 3 hours max to propagate. I'll send details on the new  
IP and alternate hostnames once the new server is up.
- the ssh host key for cvs.horde.org will change.
