[dev] Apache includes PHP files in URLs

Hi,

I configured the latest Horde FRAMEWORK3 snapshot with Apache2.
When I enter http://localhost/horde/login.php the page is all broken.
All links to stylesheets and images look like

/horde/login.php/themes/graphics/favicon.ico

The "login.php" part of the URL is breaking it.
It's got to be something with Apache config.
Why is apache including the PHP files in the URL?
