[dev] Framework + other libs installation for Horde 4

I added a sub-page to the wiki for my current idea on how to create a  
"horde install" for Horde 4. I quote it because the idea is that you  
could have multiple framework installations, but each one would have a  
single library directory containing everything they needed - all pear  
libs, etc.
