[dev] ulaform api and bounty

I am writing a classified module. This implements different item attributes 
per category. In stead of writing a form generation I would like to use 
Ulaform so in ticked #5331 I uploaded an api.php file for getting a list of 
available forms and the possibility to set per form access permission, which 
is even an open bounty.
