[dev] End of life-ing Giapeto

Hi folks-

I'd like to propose ending active development of Giapeto. Partially  
because there hasn't been any in a while. A CMS is something that  
someone could definitely build with the Horde Framework tools, but  
Giapeto isn't a great example of one, and it's far enough outside of  
our core framework and groupware focuses that without active  
development, I don't think it does anyone much good for it to be around.

Any strenuous objections?
