I'm not sure I agree completely with using the title text as the tags  
value if no tags are supplied...at least not this way.

First, we provide an input box for tags the user could fill in if they  
wanted.  If they leave it blank, that's the user's option to not use  
any tags.  Automatically filling in the same text as the title  
circumvents the user's decision to not enter a tag.

Second, we would pollute that tag cloud with words such as 'a' 'and'  
'the' etc...

Third, we already provide a means to search the title text, which  
could be combined with the tag search if desired.

Was there a specific case you had in mind that you wouldn't want to  
allow an empty tag field?
