[dev] Log Rotate

Please find attached a log rotate file for horde.

It might be nice to include this with the base install and refer to it 
in the installation instructions to prevent people filling their disks 
with a massive horde.log or reinventing the wheel writing this file.

Trivial change I know, but might be handy.

Also, I've included a small file which contains an entry for an LDAP ACL 
which gives users permission to write to all the horde Prefs LDAP 
entries that are mentioned in horde.schema, again, it is trivial to 
create this ACL (as I did) but it might help and it means that for the 
prefs LDAP backend you don't have to specify a login password in the 
config file.
