I don't know if it's of any help to anyone but I wrote a cvs upgrade 
script which, among other things, refreshes the config files of any 
upgraded modules.

Essentially, the script looks for any out of date configurations and 
regenerates them, which causes any missing fields to get populated by 
the cong.xml file defaults.

Sounds like, in the even of an RC updgrade you would want to keep your 
existing config while ensuring the config file contains any new fields 
added. My code may be able to do this for somebody, or at least give a 
start.

It should be under horde/scripts/cvs_upgrade.php
