[dev] Remove "Accepted" on bugs.horde.org

Hi,

I'd like to remove the "Accepted" state for Bug ticket types on  
bugs.horde.org. If a bug is confirmed, it should be assigned, if not  
to a certain developer then to the Developers group as a whole.  
Otherwise the bug should stay on Unconfirmed or Feedback. Any  
objections?
