[dev] From where do the potential assignees en tasks originate?

I had assumed that they came from the addressbook other programs and  
was looking for a configuration file or a way to assign the correct  
addressbook but couldn't find it.  All I find is the nag assignment  
variable in mysql similar to whups.

Embarrassingly, I must ask where and/or how is it configured/assigned?
