Neither GBK (no idea what this is supposed to be), nor GB2312 are  
supported by mbstring at all. This hack doesn't do anything. Beside  
that, GB2312 is supported by iconv, which is called *before* mbstring,  
so the code doesn't even get there on a properly prepared system.
