I don't agree with this.  'cachejs' or 'cachecss' would only be set to  
'none' if you happen to be one of the few people who have updated  
their conf.php files in the last week.  I don't think we should be  
checking for this in perpetuity just because there was a very brief  
moment in development time when the option was named something else.
