[dev] Mini-FAQ for Horde 4 development not complete? [Horde_Perms]

Hi there,

I just followed the Mini-FAQ to the letter in a complete fresh VM, because 
there were some users on the lists that had problems recently.
I first discovered the pear.horde.org channel and then did all the steps.

After I did so, which seemed to work fine, I hit the /horde/test.php page.

It complained about a missing Horde/Perms.php

I could possibly pull this lib from the pear repo (though it would complain 
that it is still alpha code and won't install without forcing) but I wonder if 
this is the way we should suggest in the wiki. Or if this library not being 
caught by the routine outlined in the wiki is just some recent accident.
