Yes, that is right.

I just cleaned up everything and started again from scratch.

calling horde-fw-symlinks.php without any options (as displayed on the wiki) 
from the /horde/ installation directory with the apps will result in an error:

Failed to auto-detect source and destination directories.

So I was still in the ./horde/ directory with the ./horde/libs/ created and 
figured I could easily build the --src tag myself

horde-fw-symlinks.php --src ../framework/ 
horde-fw-symlinks.php: Horde_Cli library is not in the include_path or in the 
src directory.

Which is right. The ../framework/ from CVS-HEAD contains an empty Horde/CLI 
component directory. I think this broke the whole thing.
