[dev] change outgoing mail encoding for de_DE from iso to utf

Hi,

perhaps, this problem has been solved already, but
I didn't found a solution on Google or Marc.

If German Horde User(s) change their lang to "Deutsch"
all outgoing emails will be encoded to "Western (ISO-8859-1)"
automatically. This causes problems (dirty chars) with other
mail clients, because most of them use utf-8 by default.

I know, that The User can change this in the "compose" Preferences...

But, is there a config option to change the "de_DE" outgoing mail encoding
globally to utf-8?
