I tried the developer way written on http://horde.org/source/cvs.php .
And I just used these commands:

tux at handtuch:~$ export CVSROOT=sqall at cvs.horde.org:/repository
tux at handtuch:~$ cvs co horde

and I get a GIT repo error. That is the reason I'm confused. Has anyone
an idea?
