[dev] Farsi Charachters

Hi,

We have problem showing Farsi characters in body of Emails, all Arabic
characters are fine but as you may know there is four characters which are
not included in arabic alphabet but included in Farsi alphabet.
These four characters are shown correctly in emails subject, but not in
emails' body.

I know Horde had a translation project to make it compatible with Farsi, but
what about these four characters?
