This is definitely broken because I added translation code to  
horde/Token today.  But for the life of me I can't figure out how to  
auto-create the default locale directories in a framework module.   
None of the horde/bin/framework options work because Horde_Token is  
not recognized as a valid module (I believe since it doesn't have a  
locale/ directory - classic chicken & egg issue).
