[dev] [H4] can not activate imp

hallo

how i can activate imp and other mods?
in the log are finding the debug error 

HORDE Settings * inactive because fileroot .........

i have activate the fileroot in registry.php and horde is not running.

but sometimes i see imp in horde config, and when i will config imp the system
is say horde is not activated.

and the option "status" in registry has no action.

i have read on the net recently that all modules are always active, but I do not remember where I've read.

can help me as someone I no longer know
