Maybe not "gigantic chunk"... :)  But Horde_Alarm_Handler_Notify also  
has Core dependencies:

         $this->_notification = isset($params['notification']) ?  
$params['notification'] :  
$GLOBALS['injector']->getInstance('Horde_Notification');
