The only way we could do this is if we enforced minimum versions for  
packages in an application release.  But we don't.

I had previously brought up this issue and suggested some way of  
bundling the changelog messages for all packages used by an  
application into a single changelog-like file.  But I don't remember  
receiving any feedback.
