[dev] Horde 4 - Setlocale Error

Hi again;

I have reported this error to csstidy project. However, the project has been
suspended.

On the other hand, i can't understand why csstidy is used while it's
suspended project. I think some of local types are created by horde. In
php.net, it says setlocal() function can only take one of LC_ALL,
LC_COLLATE, LC_CTYPE, LC_MONETARY, LC_NUMERIC, or LC_TIME as category name.
But in horde, LC_PAPER, LC_NAME, LC_ADDRESS, LC_TELEPHONE, LC_ MEASUREMENT,
LC_IDENTIFICATION are used and this cause to error. Are these category names
pruduced by horde?

I also will send this problem to public list to see similar errors and any
suggestions.

Please report this at http://csstidy.sourceforge.net/. This is 3rd party
software.
