[dev] Bug handling in develop branch

Hi,

I just wanted to ask if we handle bugs for the develop branch in
bugs.horde.org or via direct communication. For most components there
are only queues for master and releases but not develop.

For example, I cannot currently add attendees to appointments in
kronolith/develop (both traditional and ajax interface).

I will proceed after easter either making a bug report or writing a
test case to verify it's not an issue with my local test installation.
