No: the mean reason for (re-)adding the view was for those broken  
messages where an attachment is "hiding" in a part.  e.g. Apple Mail  
incorrectly using multipart/alternative to attach files.

It was meant as a last-resort for a user who thinks/knows an  
attachment should exist, i.e. based on the context of the message text  
("...below find attached a Word document..."), but it doesn't show in  
the initial message view.
