I'm not sure "HTML cleanup" is a very useful changelog message though.  
  These really were only tweaks to get rid of a bunch of useless  
parameters, move some basic formatting to CSS, and remove a bunch of  
unneeded  .  A full HTML rewrite or template change would be  
necessary for me to consider adding an entry.

e.g. fixing a missing closing tag shouldn't go into the changelog.   
Yes it "fixes" the HTML, but as long as it didn't break display on a  
browser it's not something an admin is going to care about.
