OK, the snapshot for passwd builds again.
What did I do?

Remove the package.xml
Rebuild the package.xml
Add back changelog, leaders, license, versions and dependencies one by one

I found that one dependency had a missing <channel> tag and that the
usesrole part was missing.

Does that help you with hermes?
