[dev] Lone block

Hi,

Thanks for your hard work releasing new Horde version without much disruption.

Currently, two packages have there latest version having lone blocks:
ansel and Horde_Imsp. As this has happened in the past (See [1]), do
you have an idea how to avoid this in the future?

Also, can the above packages be fixed or re-released?

PS: I'm the main Debian packager
